KPM establishes and oversees mandates for directly owned vehicle fleets. The capital owner holds title, controls the accounts, and approves every acquisition, financing, repair, and disposition decision.

Independent local operators execute under direct agreement with the owner. KPM defines the governance structure, coordinates the mandate, monitors performance, and prepares decision-ready reporting.

KPM is not fleet-management software and does not replace the local operator. It is the owner-side layer that keeps ownership, execution, authority, and accountability distinct.

KPM evaluates each proposed asset in the context of its market, operating structure, and effect on the owner's broader fleet. A compelling asset in isolation may still be the wrong portfolio position.

Capital advances only where the ownership case, operating structure, downside, and exit conditions remain consistent with the approved mandate. No asset is approved because the category is attractive in the abstract — the position must be economically defensible, operationally governable, and continuously reportable.
